Block 12 Amendments—Wildlife
Habitat Protection (Draft 2): Proposed changes to
§7.8 to reference the Estes Valley Wildlife Habitat
Assessment, to provide review standards for land identified as critical
wildlife habitat, to require preparation of a wildlife habitat
conservation plan for land identified as critical wildlife habitat, and
to provide for Planning Commission review of said conservation plan.
Proposed change to Appendix A to adopt the Estes Valley Wildlife Habitat
Assessment into the appendix.
On October 21, 2008, the Estes Valley Planning Commission will also
consider adoption of the Estes Valley Wildlife Habitat Assessment into
Appendix Two of the Estes Valley Comprehensive Plan.

Block 12 Amendments—Accessory
Dwelling Units: Proposed changes to
§5.2.B to allow accessory dwelling units (ADUs)
within all single-family residential zoning districts except
the R-1 district, to allow the lease of one unit, to allow detached
units, and to adopt architectural standards for ADUs. Proposed change to
§13.3 to redefine the term accessory dwelling unit.

Block 11 Amendments—Appeals: Changes to
clarify the filing, timeframes for hearing, and form of appeals.
Block 11 Amendments—Vacation
Homes: Changes to
vacation home regulations, including revisions to the definition of
accommodation use, guest room, guest quarter, household living, and
nightly rental in EVDC Chapter 13, and revisions to distinguish between
B&Bs and vacation home uses and the districts in which these uses are
permitted.
The Vacation Homes portion of proposed Block 11 amendments has been
continued to a future date to be determined.

Recently adopted changes to the Estes Valley Development
Code:
The most recent changes to the
Estes Valley Development Code
were adopted in 2008. Block 10 amendments are reflected in the current code.
Please refer to the chart above for Block 11 amendments, which are
effective but are not yet reflected in the current code.
What is the process for adopting revisions to the Development
Code?
Proposed revisions to the Estes
Valley Development Code are considered and adopted through a public hearing
process that is held before the respective elected boards, the Estes Park Town
Board of Trustees and the Larimer County Board of County Commissioners, with
each acting independently.
Proposed changes are first heard by the Estes Valley Planning Commission. If
the Planning Commission recommends approval of the revisions, they are presented
to the Estes Park Town Board of Trustees at the following two monthly Town Board
meetings. If the Town Board approves the changes, they are presented to the
Larimer County Board of County Commissioners at their meeting a month later.
If the revisions are approved by both the Town Board and Larimer
County Commissioners, they are adopted into the Estes Valley Development Code.
