Redevelopment Proposal
On August 29, 2008, the Applicant formally
WITHDREW the Preliminary Subdivision Plat request and the
Preliminary P.U.D. 08-01 request. The Town Board is required by
state statute to review the annexation request for this property.
On September 22, 2008, the property owner
submitted a written request for CONTINUANCE of the annexation
petition to the Town Board meeting on October 28, 2008. At their
regular meeting on September 23, 2008, the Town Board voted to
approve the continuance of the annexation request to the October 28,
2008 meeting.

What was proposed?
A proposal for rezoning, subdivision, and mixed-use development
(commercial and residential uses) of five parcels of land totaling
approximately 63 acres, currently known as the Elkhorn Lodge property,
was submitted by Rock Castle Development Co.
The proposal
envisioned rezoning three parcels to CO–Commercial
Outlying zoning, with the adoption of an overlay zoning district
of P.U.D.-M (Planned Unit Development, Mixed Use) for the entire
property. The applicant proposed to subdivide the property into 56
single-family-residential lots, 2 multi-family lots, 8
commercial/mixed-use lots, and 7 open-space outlots. The proposed
development included trails and a bypass road connecting Highway 36 (Elm
Road) to Highway 34 (West Elkhorn Avenue). The applicant also
proposed to renovate the main lodge building of Elkhorn Lodge and
add a new hotel wing.

At its May 20,
2008 meeting, the Estes Valley Planning Commission voted to
recommend disapproval of these applications to the Town Board of
Trustees.
The applicant
has WITHDRAWN the requests for the preliminary subdivision plat and
preliminary P.U.D. #08-01.
A public hearing
before the Town Board, which will consider the annexation request as
required by state statute, is scheduled on November 25, 2008.
At that time, planning staff will recommend that the rezoning
request not be considered by the Town Board, as it is tied to the
preliminary subdivision and preliminary P.U.D. #08-01 requests that
were withdrawn by the applicant.
The meeting will be held at 7:00 p.m. in the Board Room of Town
Hall, 170 MacGregor Avenue, Estes Park.

Alison Chilcott reviewed the submitted plans for compliance with the
requirements of the Estes Valley Development Code. Staff reports
summarizing their review were prepared for the Estes
Valley Planning Commission and Town Board of Trustees.
The
Estes Valley Planning Commission was the
reviewing/recommending body for the proposal. The planning
commission made a recommendation to the
Estes Park Town Board of
Trustees, which is the decision-making body.

The Town Board held a study session regarding the
annexation/development agreement and the proposed bypass road on
March 7, 2008 (click

A concept plan for development of the property was presented to
the Estes Valley Planning Commission on Tuesday, March 18, 2008. No
formal action was taken by the planning commission at this meeting.
