The Estes Park Urban Renewal Authority (EPURA) is a
separate governmental entity, created by the Town to achieve certain goals and
carry out specific activities. The
overall goal is to eliminate physical and economic blight and to plan and
implement physical improvements aimed at enhancing the Estes Park economy and
community improvement.
EPURA is governed by a seven member Board of Commissioners, appointed by the
Mayor with approval of the Board of Trustees.
The staff consists of an Executive Director, who performs all
administrative activities for EPURA and serves as project manager for all
ongoing projects and activities. The
EPURA Commissioners and staff are:

Ron Wilcocks EPURA came into being in 1982, after the Lawn Lake flood disaster, which dealt a
devastating blow to downtown Estes Park and nearby areas.
Since its formation, EPURA has served as a catalyst and a mechanism for
transforming downtown Estes Park from traveler-oriented mediocrity to a
showplace of award-winning functional amenities wrought by tasteful urban
design. EPURA’s purpose has been
one of elimination of physical and economic blight and economic enhancement
through physical improvements. In
addition to having positive economic effects relative to tourism, EPURA’s
physical improvements are enjoyed by all citizens of the community.
