Ballot Issue 1A sales tax revenue at work

On April 1, 2014, Ballot Issue 1A to increase the Town sales tax by 1% passed by the voters. The tax is effective July 1, 2014, through June 30, 2024. Four special revenue funds (Street Improvement, Trail Expansion, Community Recreation Center and Emergency Response System Funds) have been created to account for the proceeds of the sales tax designations listed above and are restricted to expenditures for those specific purposes.

 

What will Ballot Issue 1A sales tax fund in 2024?

  • Street Improvement Fund: 60% of 1A revenues fund construction, repair, replacement, expansion, rehabilitation and renovation of existing streets within the Town of Estes Park. This includes project management and construction costs for street repairs and maintenance, overlays, parking lot repairs, and seal coating and crack sealing projects. The 2024 budget for the Street Fund includes $405,000 for the West Elkhorn Street rehabilitation improvement project.  The 2024 Street Fund budget also includes $312,000 for the annual street overlay program and $114,400 for parking lot rehabilitation.
  • Trails Expansion Fund: 12.5% of 1A revenues fund construction and expansion of public trails within the Estes Valley Planning Area. The 2024 budget for the Trails Expansion Fund includes $125,000 to begin US-34 and CO 7 phase 1 trail project.
  • Community Center Fund: 25% of 1A revenues help fund the community center including facilities for Senior Services. Funds are remitted to the Estes Valley Recreation and Park District on a monthly basis.
  • Emergency Response Fund: 2.5% of 1A revenues fund capital acquisitions associated with emergency response capabilities of the Town. This funding will primarily be used to make the lease purchase payments on the financing used to replace the emergency communication radios used by the Police and Public Works departments.
The dollar amounts reflected are a half year's expected revenue, through June 30, 2024.
